Civil Defence Supply was the initiator of the first working party into improved Police Personal Protective Equipment in 1998 and began work on defining test and performance Standards for riot equipment and shields.

In 1999 Civil Defence Supply was the first European police PPE Manufacturer to Self-Certify under EU CE Rules creating an entirely new set of test procedures to determine impact performance, flame resistance, chemical attack and durability of fixtures. That pioneering work stimulated the creation of a British Standards working group PH 3- 12 that then became the BS 7971 Committee under the Chairmanship of Paul Varnsverry, a very experienced protective equipment design consultant. Eran Bauer, the Director of Civil Defence Supply was and still is the Chairman of the British Standards Riot Shields Sub-Committee now responsible for the 10-year review of BS 7971 and is actively involved as a full voting member of US ASTM Standards defining new US Personal Protective Equipment (PPE) Standards. Eran Bauer was asked to become Chairman of the International Association of Chiefs of Police Crown Control Committee (IACP) in January 2023 reporting to the IACP’s tens of thousands of senior police members in 170 countries.
