As can be seen from this brief HISTORY Civil Defence Supply has been at the fore-front of massive changes in tactics
and equipment. From early beginnings manufacturing DRAGON portable searchlights for the Army EOD teams in
Northern Ireland, which to this day are still the standard UK Military Searchlight, it can be seen that quality design

Tactical options created by Civil Defence Supply were originally based on well-proven Roman battle formations
where massed ranks of identically equipped soldiers were training is a wide range of defensive and offensive tactics
using frontal and overhead shield protection as a safe platform to move as a group, deploying small teams of high
mobility troops to defeat the opposition.
By modernising these highly effective Roman tactics and adopting state-of-art materials and protection, added to
Less Lethal devices, the modern police and military can achieve maximum officer protection under sustained attack
yet can carefully assess the situation, brief under cover and then deploy lighter equipped personnel to achieve
tactical advantage

Civil Defence Supply was the initiator of the first working party into improved Police Personal Protective Equipment
in 1998 and began work on defining test and performance Standards for riot equipment and shields.
In 1999 Civil Defence Supply was the first European police PPE Manufacturer to Self-Certify under EU CE Rules
creating an entirely new set of test procedures to determine impact performance, flame resistance, chemical attack
and durability of fixtures. That pioneering work stimulated the creation of a British Standards working group PH 3-
12 that then became the BS 7971 Committee under the Chairmanship of Paul Varnsverry, a very experienced
protective equipment design consultant. See –
Eran Bauer, the Director of Civil Defence Supply was and still is the Chairman of the British Standards Riot Shields
Sub-Committee now responsible for the 10-year review of BS 7971 and is actively involved as a full voting member
of US ASTM Standards defining new US Personal Protective Equipment (PPE) Standards. Eran Bauer was asked to
become Chairman of the International Association of Chiefs of Police Crown Control Committee (IACP) in January
2023 reporting to the IACP’s tens of thousands of senior police members in 170 countries.
